According to bank's webiste, the approved project aims to enhance integration, access, and inclusiveness of Ukraine's social protection system. Under Component 1, the project will finance selected social assistance benefit programs upon the achievement of Performance-Based Conditions (PBCs). These funds will be disbursed against eligible expenditures once specific PBCs are met in any of three results areas related to social assistance, social services, or disability inclusion. Specifically, these PBCs will support policy reforms and implementation milestones related to (i) expanding the Basic Social Assistance (BSA) program to improve access for poor and vulnerable populations to minimum income support; (ii) connecting BSA beneficiaries to social services through effective case management; (iii) introducing shock-responsive features to the safety net that enable rapid enrollment of crisis-affected populations; (iv) developing social services for vulnerable groups and supporting the implementation of an improved financing model; and (v) transforming support for individuals with disabilities, with a focus on improving assessment and facilitating employment. These activities will be supported by investments under Component 2, which will help create social services in selected communities. Additionally, the project will enhance the capacity of the Ministry of Social Policy, Family, and Unity and its affiliated agencies to implement the reforms supported by SPIRIT and to manage the project-finance activities.
