Project Description

According to the Bank’s website, the objective of this project is to provide quality assurance for technical standards, specifications, and environmentally sustainable use of off-grid solar products and energy-efficient appliances to help facilitate off-grid energy access solutions in beneficiary countries.

The grant will establish and operationalize quality assurance (QA) measures for off-grid energy solutions in target countries, including off-grid solar lighting products and energy-efficient appliances. The QA will cover test methods and quality standards, laboratory capacity for product testing and certification, the creation and implementation of a due-diligence framework for commercial product certification, and the provision of technical assistance. By improving market confidence and enabling institutions and programs to adopt and implement QA requirements, the activity will help facilitate the uptake of quality off-grid energy solutions in beneficiary countries.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project will support the establishment of technical standards for the quality and testing of small off-grid solar products. It does not involve civil works such as installation of the solar products or direct interaction with communities. Project activities will be implemented by a reputable NGO, i.e., CLASP, who have established staff rules and policies, which addresses ESS2 related aspects adequately. For these reasons, the project risk rating is Low.
