According to the Bank’s website, the objective of this project is to improve access to basic social and economic services in target communities.
The Bangsamoro Camp Transformation Project Phase 2 (BCTP2) is fully aligned with the main objective of the Bangsamoro Normalization Trust Fund (BNTF), which is to assist in the development of the Six Formally Acknowledged MILF Camps with the aim of transforming them into peaceful and productive communities, and will support the priorities and prioritized interventions outlined in the Camp Transformation Plan (CTP) and the Camp Transformation Investment Progarm (CTIP). Within this broader context, the second phase of the BCTP2 project is expected to contribute to the following priorities: access to socio-economic and community resilience infrastructure, access to basic socio-economic services, access to livelihood and market information, and community resilience investments. The second and final phase of BCTP will focus on sustainability and institutionalizaiton, including strengthening vertical service delivery linkages to sector ministries of the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM), mainstreaming governance structures, and strengthening the capacity of BARMM ministries to implement large scale investment projects such as the Pagkilos - Philippine Community Resilience Project (PCRP).
The activities proposed by the project are CDD type in nature and focus on enhancing socio-economic conditions of the project communities by improving food security and stabilizing incomes. This is proposed to be achieved through livelihood programs, support for small-scale livelihood infrastructures and equipment, homebased gardening, skills training, and community-driven development initiatives. Considering the nature and scale of these activities, the environmental and social risks are anticipated to be moderate.
