Project Description

According to the Bank’s website, the objective of this project is to improve the efficiency, reliability, and sustainability of agricultural water use in Haryana.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The E&S risks of the Program are Substantial. Potential environmental risks and impacts primarily relate to canal rehabilitation/modernization and civil construction activities, covering: (i) occupational health and safety (OHS) risks such as accidents; (ii) localized pollution from noise and dust; (iii) improper disposal of waste and saline water; and (iv) potential contamination of water sources if TWW systems are not adequately managed. Given low adoption of Integrated Pest Management (IPM) in the state, Program interventions may lead to increased use of pesticides. While the Program does not involve land acquisition or physical and/or economic displacement, construction works may cause temporary impacts on adjoining private lands and access routes. A small number of canal segments may involve legacy disputes/claims. The use of Government or Panchayat land for storage structures and TWW-related tanks/pipelines will not cause any displacement but may cause temporary impacts on private lands and access routes. OHS risks may also arise from inadequate implementation of required provisions for labor practices, working conditions and health and safety measures. Community health and safety concerns, especially related to construction, traffic, waste handling, and reuse of treated wastewater, are also relevant. Low participation of women and vulnerable farmers (tenant/sharecroppers) in WUAs and Program benefits may increase risks of inequitable benefit sharing and elite capture.
