According to the WB, the Project's Development Objectives are to: increase utilization of essential health services and to strengthen pandemic preparedness and response capacity including for HIV, tuberculosis, and malaria.
The proposed operation aims to strengthen the delivery of essential health services in Haiti, with a particular focus on improving outcomes for mothers and children, while also reinforcing the health system's capacity to detect and respond to infectious disease outbreaks, including for HIV, TB, and malaria. The project is expected to have four components. The first would aim to enhance access to and quality of maternal and child health services, including through the scale-up of the Ministry of Public Health and Population's renewed Results-Based Financing Program and the integration of nutrition interventions. The second would seek to strengthen epidemiological surveillance and bolster the country's preparedness for pandemics and epidemics. The third would support effective project management, including coordination, monitoring and evaluation, and fiduciary oversight. The fourth would serve as a Contingent Emergency Response Component (CERC), providing a rapid financing mechanism in the event of an eligible crisis or natural disaster.
