According to the Bank’s website, the objective of this project is to increase the resilience to climate and economic shocks and expand job opportunities for poor and vulnerable groups.
INSPIRE-O is an investment project financing (IPF) project focusing on strengthening climate and economic risk resilience and creation of economic inclusion opportunities/jobs NOW for the poor and vulnerable groups. It will aim to deliver impact at scale. INSPIRE-O will build on results achieved and lessons learned from the predecessor SSRLP on enhancing climate and economic risk resilience and creating economic inclusion/jobs NOW for the poor opportunities. It will incorporate sustainability aspects, including through (i) building support for social protection (SP) through government structures and reshaping the domestic agenda on sustainable and adaptive social safety nets, jobs for vulnerable groups, collaboration on active labour market and social insurance programming ; (ii) phasing in increased domestic financing over the medium-term for public works and social cash transfers; (iii) building partnerships with both donors and private sector on jobs and economic inclusion; (iv) continuing SP evidence generation & reforms including alignment with energy and other infrastructure reforms; and (v) scaling up graduation from core programs including phased roll out of micro-entrepreneurship support.
The project will utilize the multiplicity of SP instruments to support life cycle approach and promote greater productivity and human capital growth for sustainable pathways out of poverty, with enhanced linkages with other operations including FSRP; M-Thrive and other relevant operations and corporate initiatives including Agriconnect and M300.
INSPIRE-O is designed to enhance CS-LIPW activities within catchment areas. These efforts are intended to contribute to resilient downstream infrastructure, including improved irrigation schemes for commercial agriculture, more resilient roads with reduced flooding and runoff, and enhanced water retention and river flow supporting hydropower generation. The project will not support construction-related activities and, at least initially, will not cover urban catchments. Urban catchments are supported under the Regional Climate Resilience Project. Consequently, the project’s environmental and social risk rating is considered Moderate.
A proposed grant in the amount of sdr 81.2 million (us$110 million equivalent).
