According to the Bank’s website, the program development objective is to improve utilization and quality of priority health services in Telangana.
The Program is organized around three Results Areas (RAs) that together aim to improve utilization, quality, and continuity of care for NCDs and for underserved population groups, including adolescents, women, and the elderly.
Results Area 1: Strengthened platforms to deliver high-quality care Focuses on improving integrated service delivery across the life course through strengthened population-based NCD management, expanded cervical cancer screening, improved quality of childbirth care, and standardized home-based services for the elderly, supported by frontline workforce capacity, digital health systems, and facility level governance.
Results Area 2: Behavioral interventions for both people and providers Addresses behavioral barriers to prevention, early detection, and treatment adherence through evidence-based behavior change interventions targeting households, adolescents, and health providers, including annual NCD check-ups and multisectoral approaches to adolescent anemia prevention delivered through schools, community platforms, and digital channels.
Results Area 3: Improved governance and accountability Strengthens governance across public and private sectors by introducing new models of elderly care, professionalizing caregiving, reinforcing facility-level oversight, and improving regulatory compliance and quality assurance among private providers, particularly for NCD care.
Broader reforms related to health workforce policy, large infrastructure investments, and health financing are outside the scope of the PforR and will be supported through complementary technical assistance.
The environmental and social risk rating for the Program is Moderate. Health infrastructure is not directly included in the scope of this operation- the RAs and corresponding DLIs do not cover any capital expenditure or major construction and/or actions that are anticipated to have significant adverse impacts on the environment and/or on the community. All interventions will be carried out within the existing footprint of the facilities, and hence, no land acquisition and/or any involuntary resettlement is anticipated.
