Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the objective of this project is to respond promptly and effectively to an eligible crisis or emergency in the Democratic Republic of Congo.

In the event of an eligible crisis or emergency, the CERP will be activated for provision of immediate response to mitigate the immediate impacts of crises on vulnerable populations by facilitating access to critical inputs and resources needed for recovery. This includes, for example, the provision of food aid and potable water to households, distribution of animal feed and medicines to livestock owners, supply seeds, tool kits and other agricultural inputs to farmers, the provision of medicines and medical equipment, and technical assistance to ensure the efficient and effective utilization of these resources.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Environmental and Social Risk Classification (ESRC): Moderate

The proposed activities are limited to procurement and distribution of essential supplies, cash transfers, rental of equipment, and emergency coordination, and existing operational instruments for managing environmental and safety risks are used to guide implementation. The positive list has been guided by E&S risk management discussions, and activities with potential risk have been specifically excluded, as defined in the ESMP negative list, including civil works (including drilling, water supply systems, irrigation, road repairs, and building renovations), support to law enforcement agencies, activities in protected areas or biodiversity hotspots, land acquisition or involuntary resettlement, and the supply or distribution of hazardous substances including chlorine, fuel, asbestos, pesticides, and radioactive materials.

Key social risks include the potential exclusion of vulnerable groups — including women, children, elderly persons, persons with disabilities, internally displaced persons, and Pygmy (Batwa) communities — from aid distribution; delays in cash transfer payments; labor risks at supplier levels; social tensions between beneficiaries and non-beneficiaries; and accessibility barriers in remote and conflict-affected areas.
