Project Description

According to the WB, the development objective is to improve the institutional performance of Banco de Desarrollo del Ecuador B.P. and expand subnational access to long-term financing of resilient infrastructure investments.

The proposed Ecuador Resilient Infrastructure Program is structured as an MPA with a proposed envelope of up to US$800 million over a ten-year horizon. The Program Development Objective (PrDO) is to improve access to resilient infrastructure and improve the financial model and performance of subnational infrastructure investments.Phase 1 will be implemented as an Investment Project Financing (IPF) operation and will establish the institutional, financial, and operational foundations for scaling resilient subnational infrastructure financing over time. The Project will operate through a financial intermediation (on-lending) model, channeling long-term financing through Banco de Desarrollo del Ecuador B.P. (BDE B.P.) to eligible subnational governments, public enterprises, utility providers, private developers participating in the affordable housing pilot, and other eligible entities, in accordance with the eligibility and appraisal criteria defined in the Project Operational Manual.Phase 1 combines: (i) financing for resilient infrastructure and a targeted affordable housing pilot; (ii) support for project preparation, feasibility studies, and technical assistance to strengthen project readiness and implementation capacity among eligible borrowers; and (iii) institutional strengthening of BDE B.P., including improvements in project appraisal, financial sustainability and risk management, pricing and funding practices, environmental and social management, climate and disaster resilience screening, governance, monitoring, and project supervision. The affordable housing window will serve as a proof of concept to generate operational evidence and inform decisions on its potential scaling in subsequent phases.Subsequent phases are expected to selectively scale financing based on implementation experience and lessons from Phase 1, further strengthen BDE B.P.'s role as a development finance institution, and progressively expand the use of market-based financing, guarantees, risk-sharing, and other instruments to mobilize private capital. Over time, the Program seeks to support a more sustainable and diversified ecosystem for financing resilient subnational infrastructure, with greater participation of commercial and private financing where market conditions permit.
