According to the Bank’s website, the development objective of the First Advancing Global Integration and Market Transition Development Policy Operation for Uzbekistan is to support Uzbekistan's transition to an inclusive and resilient market economy through: (i) creating markets, advancing global integration, and fostering private sector growth and jobs creation; and (ii) supporting the green economy and social inclusion.
Under the first pillar it will focus on promoting more competitive markets in telecom, electricity, heating and agricultural sectors, as well as reducing the presence of the state in competitive markets (a combination of privatization and advancing competitive neutrality, notably towards state-owned enterprises (SOEs)). This first pillar also supports reforms to deepen Uzbekistan's integration into global trade, including those required to secure World Trade Organization (WTO) membership.
The second pillar supports reforms to lower greenhouse gas (GHG) emissions through renewable energy, energy efficiency and reforms in agriculture, and reforms to promote climate resilience, especially in the agricultural sector, by directly addressing the identified sectoral climate risks. The second pillar also supports reforms to create a more inclusive economy by strengthening social protection and social insurance and addressing gender discrimination.
