According to bank's website, the approved project aims to lay the foundations for stable growth and better jobs through: (i) enhancing domestic revenue mobilization, (ii) laying key infrastructure, regulatory and skill foundations for private sector development, and (iii) strengthening climate resilience. The operation is the first in a programmatic series of two and financed with an International Development Association (IDA). The reform program is based on three pillars: Pillar 1 - Enhance domestic revenue mobilization. Reforms will broaden the tax base, rationalize tax expenditures, and modernize tax administration. Pillar 2 - Lay key infrastructure, regulatory and skill foundations for private sector development. Reforms aim to foster private sector-led growth by digitalizing business licensing, improving competition and investment climate in selected sectors, while advancing human capital development, with a focus on expanding opportunities for women and youth. Pillar 3 - Strengthen climate resilience. Reforms aim at establishing a legal and institutional framework for climate governance and climate resilience, ensuring that territorial and sectoral planning integrate climate adaptation and disaster risk management.
