Project Description

According to the Bank’s website, the objective of this project is to scale up private sector investment and job creation in Togo through reforms (i) unlocking high-impact sectors for local employment and (ii) strengthening the business environment and workforce skills to incentivize productive investment.

This Development Policy Financing (DPF) operation is the first in a programmatic series of three with the Program Development Objective (PDO) of scaling up private sector investment and job creation in Togo through reforms (i) unlocking high-impact sectors for local employment and (ii) strengthening the business environment and workforce skills to incentivize productive investment. More specifically, this operation supports agribusiness value chains through reforms that strengthen land tenure security and access to finance for smallholder farmers; reduce infrastructure bottlenecks through energy, digital, and logistics reforms; stimulate business investment through FDI, tax, and public procurement reforms; and enhance workforce skills through technical and vocational education reforms. Transformative policy changes in the first operation of the series include the creation of single land management agency (Agence Nationale du Domaine et du Foncier - ANDF) to coordinate land policies and accelerate the issuance of land records, including the simplified Livret Foncier, strengthening governance of the national utility company (Compagnie Energie Electrique du Togo - CEET) to open space for private investment for more reliable and sustainable electricity access; capping wholesale broadband prices for key operators to boost competition and stimulate access to digital services; strengthening legal protection for FDI to incentivize capital inflows, and technical and vocational education and training (TVET) reforms to better align available skills with labor market needs.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.
