According to bank's website, the approved operation aims to support the Government of the Republic of Tajikistan to respond promptly and effectively in case of an eligible crisis or emergency.Upon declaration of an "eligible crisis or emergency," the CERP may be activated to finance immediate needs through fast-disbursing items that do not create a new physical footprint. The objective is to cushion immediate impacts on vulnerable populations by ensuring access to critical supplies, essential services, and enabling resources for rapid response. Indicative categories include:a) Emergency Response Support: Equipping first responders with Personal Protective Equipment (PPE) and ensuring access to adequately equipped facilities to maintain uninterrupted emergency services. Typical items: PPE (masks, gloves, suits), mobile sanitation units, communication tools, and light emergency equipment.b) Emergency Livelihood Support to Households: Direct emergency income support to disaster-affected people/households via cash transfers to smooth consumption and meet basic needs. Delivery through existing cash transfer mechanisms (e.g. targetted social assistance).c) Provision of Essential Emergency Supplies and Services: Financing urgent procurement and distribution of essentials to sustain critical services and meet immediate needs, such as: water supply and sanitation, food staples, pharmaceuticals, medicines and medical equipment, light equipment and supplies, agricultural inputs and veterinary medicines, green stoves, and rental of light equipment to restore access and support implementation. Supplies are tailored to the crisis type and sourced from local and international vendors for fast delivery to hardest-hit areas.d) Emergency Response Coordination and Management: Incremental operating expenditures incurred by government entities to support response and early recovery, including evacuation processes, shelter administration, additional transportation costs, increased electricity bills for public facilities, staff overtime, and rental of critical machinery (e.g., generators for emergency power and temporary shelters, debris removal equipment). Just-in-time technical assistance and specialized consultancies for emergency response management, procurement preparation, and other technical needs.
