Project Description

According to the WB, the development objective is to strengthen the Government of Ecuador’s program to manage risks resulting from climate, disaster, and public health shocks by (i) enhancing institutional capacity and (ii) mainstreaming resilience and climate adaptation in selected sectors.

The development objective of the Disaster Risk Management Development Policy Financing (DPF) with a Catastrophe Deferred Drawdown Option (Cat-DDO) for Ecuador is to strengthen the Government of Ecuador's program to manage risks resulting from climate, disaster, and public health shocks by: (i) enhancing institutional capacity, and (ii) mainstreaming resilience and climate adaptation in selected sectors. Ecuador has a solid legal framework for disaster and health crisis management, including clear institutional roles, a formal disaster declaration mechanism that serves as the trigger, and mandated tools such as national and local disaster risk management (DRM) plans and a disaster risk financing (DRF) strategy, all articulated in the 2024 DRM law and its regulations. The Cat-DDO builds on the progress and lessons learned from a series of DPF operations, Investment Project Financing (IPF), and non-lending technical assistance (TA) activities. This operation reinforces the Government of Ecuador (GoE's) ongoing efforts to strengthen institutional, technical, and financial capacities for managing disaster and climate change risks.
