Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to bank's website, the approved project will involve a series of Program-for-Results operations at the federal and provincial levels. The MPA will support achievement of CPF Outcome 5 'increasing public resources for inclusive service delivery' and the implementation of the government Uraan Pakistan Economic Transformation plan, including reforms under the National Fiscal Pact. This program, to be implemented at the federal level, is part of the first phase of the MPA. It will contribute to reforms under three results areas: 1) Raising tax revenues (including through reducing tax expenditures, improving tax institutions, and mobilizing new revenue sources) 2) Improving the efficiency and alignment of public expenditures and 3) Strengthening the statistical and data landscape for policymaking (including through institutional strengthening of statistical agencies and improved federal-provincial statistical coordination) The IPF will support the implementing agencies at the federal level - Finance Division - Pakistan Procurement Authority - Controller General Office - Pakistan Bureau of Statistics with IT hardware, software, and technical assistance in support of achieving DLIs. Technical assistance activities would include feasibility studies, assessments, and training. The IPF component in Finance Division will include: i) IT hardware / software to enhance tax and revenue modeling; and ii) the establishment of a technical assistance facility to mobilize consultancy support for policy and technical analysis to achieve program objectives. The IPF component in the Pakistan Procurement Regulatory Agency and Controller General's Office will include IT and software investments required for expansion of FMIS rollout and e-procurement expansion, including servers, terminals, software, and computers. The IPF component in the Pakistan Bureau of Statistics will include i) software and hardware requirements for establishment of a data hub, including servers, software, and computers; and ii) TA and capacity support for all technical upgrading.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.
