According to bank's website, the approved project aims to bolster inclusive growth and resilience by: (i) strengthening fiscal resilience, (ii) enabling foundations for private sector development, and (iii) supporting social, disaster, and climate resilience. The operation supports the Maximizing Finance for Development (MFD) approach by strengthening the policy and regulatory foundations needed to mobilize private investment in energy and digital infrastructure. The DPF is complemented by World Bank-financed investment projects that provide critical implementation support to operationalize prior actions and sustain results. The Liberia Urban Resilience Project supports implementation of zoning, solid waste management, and flood risk management reforms. Collectively, these operations provide complementary financing and capacity-building support to translate DPF prior actions into sustained outcomes and crowd in private investment, including through IFC and Multilateral Investment Guarantee Agency (MIGA) engagement. IFC supports private investment through advisory and investment activities in financial services, digital infrastructure, and energy, complementing the operation.
