Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the World Bank, the development objective of the Fiscal Sustainability, Energy Access and Digital Connectivity Development Policy Operation for Sao Tome and Principe is to foster inclusive economic growth and resilience by supporting the Government of Sao Tome and Principe in strengthening SOEs and their oversight and improving fiscal transparency, as well as strengthening energy supply and improving digital connectivity, in support of the implementation of the ENDS 2026-2040 and fully consistent with the World Bank's CPF for STP (FY24-FY29), which sets out two high-level outcomes increasing resilience and creating more and better jobs, and identifies five binding constraints to growth and shared prosperity: a costly and inefficient electricity sector, isolation and low connectivity, weak institutional capacity, low human capital, and a small private sector.

Building on and complementing a comprehensive portfolio of World Bank-financed projects and analytical work, the DPO is aligned with the WBG's goals of ending extreme poverty and boosting shared prosperity on a livable planet, complies with the Maximizing Finance for Development (MFD) approach, and contributes towards the Private Capital Enabled (PCE) corporate scorecard indicator, with two pillars: Pillar 1 on strengthening SOEs and their oversight and improving fiscal transparency, and Pillar 2 on strengthening energy supply and improving digital connectivity. The operation is further aligned with the goals of the Paris Agreement, supporting STP's climate objectives as set out in its 2021 Nationally Determined Contribution, targeting emissions reductions through renewable energy and efficiency, and energy strategies to reduce diesel dependence and increase the share of renewables by 2030.
