According to the Bank’s website, the Program supported by the PforR aims to support the GOJ’s efforts to improve the efficiency of public spending on health and strengthen the quality of primary care service delivery through two results areas (RAs):
a. RA 1 aims to improve the quality of public spending on health by supporting the introduction or enhancement of digital solutions that facilitate decision making.
b. RA 2 aims to improve the quality of primary health care services by strengthening early detection and management of priority health conditions, expanding cancer screening, and scaling up telemedicine services.
According to the Program Information Document (PID), the Program will have national coverage, prioritizing vulnerable individuals, including refugees. Activities to improve the quality of health spending will increase fiscal space for the entire sector allowing expanded service delivery, while prioritizing screening and telemedicine in PHCs and underserved areas to expand access for those most in need. The Program also enhances support for refugees through continued access to basic services such as health care and strengthened service delivery in host communities.
Overall, the Program provides an opportunity to enhance environmental risks management with focus on improving hazardous healthcare waste management and strengthening the MOH’s capacity for Environmental and Social (E&S) risk management. The Program’s environmental risks are rated “Low,” while social risks are rated “Moderate”.
