Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to bank's website, the approved project aims to support the Government of Kazakhstan's transition towards an economy that is greener, has more competitive markets, and greater inclusivity. The Development Policy Operation (DPO) is firmly grounded in the Government of Kazakhstan's strategic priorities as set out in the Kazakhstan 2050 Strategy, the National Development Plan (NDP) 2025-2029, and the Low Emissions Development Strategy (LEDS), and directly supports the NDP's four pillars: (i) High Quality of Life, through agglomeration policies and strengthened, more inclusive social protection--particularly for the poorest and female-headed households; (ii) A Strong Economic Foundation, by advancing renewable energy deployment, electricity and heating tariff reforms, and improved energy efficiency; (iii) New Growth Points, including transport, digital infrastructure, financial sector development, and measures to address water scarcity critical for agro-processing and irrigation; and (iv) Cross-cutting Economic and Social Transformations, encompassing an improved entrepreneurial environment, enhanced environmental sustainability through the emissions trading system, and more effective public finance and procurement systems. The operation is fully aligned with the World Bank Group's Country Partnership Framework for FY20-25, its Performance and Learning Review, and key recommendations of the 2022 Country Climate and Development Report, supporting CPF focus areas on inclusive and sustainable growth while operationalizing Kazakhstan's updated Nationally Determined Contribution and long-term decarbonization objectives. It builds on and complements prior WBG DPOs approved in 2017, 2021, and 2024, deepening reforms in renewable energy, energy pricing, digital connectivity, procurement, and social protection, and enabling future investment through the One WBG approach with increased IFC and MIGA engagement. Consistent with WBG corporate priorities, the operation is tagged as Maximizing Finance for Development-enabling and Private Capital Enabling, supports climate mitigation and adaptation - including addressing water scarcity as a key adaptation challenge--and is expected to contribute to the creation of more and better-paid jobs through improved market conditions, digital expansion, and mobilization of private capital.
