Project Description

According to the Bank’s website, the objective of this project is to improve the efficiency, accountability and resilience of public resource management.

The proposed project will support the Government's priorities for digital transformation of the public financial management (PFM) system in-line with Philippines PFM Roadman 2024-2028 and Philippine Development Plan 2023-2028 (PDP). The reform will be transformative for performance of government PFM functions, accountability, evidence-based policy, sustainability and resilience to climate and disaster risk. Advancing digitalization of core government systems beyond initial integrated financial management information system (IFMIS) modules to cover the entire cycle of public asset management could better inform public procurement and investments in terms of climate risks, life cycle cost, and budgeting for operation and maintenance. The modernization and integration of systems will increase efficiency, enhance transparency, reduce the transaction cost (time and price) and environmental footprint (time in commute, saving paper, fuel and CO2 emissions).

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The environmental risk is moderate. The project will upgrade IT infrastructure by procuring computers, servers, and related equipment to improve digital data management and solutions. No civil works, renovations, or construction for hardware components will be financed, minimizing risks linked to physical infrastructure. The project will not affect high-value or sensitive environmental areas and is not expected to result in serious or complex adverse effects. The main environmental risks are predictable, and site-specific, primarily involving increased e-waste and higher energy consumption during operation.

The social risk is low. The project activities center on hardware, software, and technical assistance, with no foreseen land acquisition, no involuntary resettlement, no adverse impacts on Indigenous Peoples, and no effects on tangible or intangible cultural heritage. Sexual exploitation and abuse and sexual harassment (SEA/SH) risks are considered low given the country’s robust legal and institutional framework. Labor and working-condition risks are minimal because activities focus on systems development rather than heavy manual work.
