Project Description

According to the Bank’s website, the objective of this project is to expand coverage and strengthen delivery of the national social protection system for the poor in Bangladesh.

Components:

Strengthening Social Protection Delivery through Establishment and Roll-out of a Dynamic Social Registry;
Strengthening Cash Transfer Programs for the Poor;
Expanding Livelihoods Support for the Poor.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project presents a low environmental risk and a moderate social risk, resulting in an overall moderate ES risk classification. The project’s focus on expanding social protection systems through digital infrastructure, social services, and capacity building across urban and rural areas involves minimal environmental impacts, as no civil works are anticipated. However, there are minor environmental concerns related to potential e-waste generation from IT equipment and increased energy use, necessitating waste management protocols and resource efficiency measures to prevent localized pollution. Social risks include potential exclusion of beneficiaries, inadequate consultation, and challenges in reaching remote and marginalized communities. The project will establish a Dynamic Social Registry (DSR) to improve targeting and coverage, complemented by a robust outreach and monitoring program. However, risks remain regarding data privacy, accessibility, and stakeholder engagement, particularly among indigenous communities.
