According to bank's website, the approved project aims to drive local economic development through targeted infrastructure investments and enhanced service delivery. The AIDP focuses on 16 priority districts and cities selected for their strategic importance to regional growth and inclusion. Implemented within the framework of the country’s existing intergovernmental fiscal system, the AIDP channels capital funds to regional governments, which are responsible for financing and executing infrastructure projects in the selected cities/districts. To address the institutional weaknesses and enhance the overall impact of the AIDP, the GoU is partnering with the WB to strengthen its design and implementation, through the Livable and Productive Cities Program (LPCP – the Program). The Program introduces a performance based transfer model, where annual capital grant allocations from the Ministry of Economy and Finance (MoEF) are contingent upon subnational performance. The eligible investments under the Program include but are not limited to connectivity and mobility infrastructure such as urban roads, pedestrian walkways, and bicycle paths; tourism and economic development assets; water supply and sanitation systems; stormwater drainage; social infrastructure such as hospitals, schools, youth and community facilities; refurbishment of municipal assets; preparation of planning documents; digital systems, including municipal spatial data systems; and procurement of municipal vehicles. Investments deemed to carry substantial or high environmental or social risks, as well as those considered temporary or non-strategic, such as gravel roads or temporary relocation facilities, are explicitly excluded from eligibility.
