Project Description

According to the WB, The Project Development Objectives is to improve access to quality, sustainable and safe water supply and sanitation services, as well as river and river-maritime transport services in Colombia’s Pacific region.

The proposed Project extends the Bank's continued support to the provision of potable water, sanitation and transport connectivity services in the Pacific region of Colombia. It will complete and operationalize the infrastructure originally envisioned under the Water Supply and Basic Sanitation Infrastructure and Service Delivery Project (P156239) and the Enhancing Waterway Connectivity and Water Service Provision in Colombia's Plan PAZcifico Project (P156880). By carrying forward and finalizing these investments, the proposed Project aims to convert partial progress into sustained service delivery outcomes for water, sanitation and transport connectivity in one of Colombia's most underserved regions, while addressing the bottlenecks that have slowed execution to date. Project implementation will build upon the experience and lessons learned from the FTSP during the execution of the original water and connectivity operations. The MIE, as implementing agency, has established a PIU for project management, fiduciary tasks, reporting, and environmental and social management. Project components include: Component 1: Water supply and sanitation improvement. This component supports expanding and upgrading potable water and sanitation services in urban areas with low coverage. Investments include water intake, treatment, distribution, metering, and sanitation infrastructure to reduce health and environmental risks. It also addresses solid waste management, strengthens the technical, administrative, and operational capacities of the entities responsible for service provision and regulation, and promotes the responsible use and sustainability of water and sanitation systems by the community.Component 2: River and river-maritime transport improvement. This component finances the design, construction, and maintenance of resilient and accessible river and maritime docks, including floating structures. It supports climate-resilient infrastructure, low-emission electric boats, and navigation aids to enhance safety and connectivity. Additionally, it includes capacity building and institutional strengthening, fostering the creation of community-based associations and providing training for transport service providers.Component 3: Project management and environmental and social management. This component provides support for project implementation, including financial management, procurement, disbursement, and the design and execution of environmental and social instruments, as well as operating costs and audits.Component 4: Contingent Emergency Response Component (CERC) establishes a mechanism for rapid access to financing in response to eligible crises or emergencies, enabling the reallocation of funds to address major adverse impacts from natural or man-made disasters.
