The development objective of the Private Sector-Led Growth and Jobs Development Policy Loan for Paraguay is to support the Republic of Paraguay's efforts to enhance the business environment and boost private investment to catalyze private sector led-growth. The government has adopted a participatory approach to update the plan to 2050. The National Development Plan (PND) 2050 presents four pillars aimed at: (i) strengthening human capital, (ii) improving infrastructure, innovation and competitiveness, (iii) sustainable natural resource and disaster risk management, and (iv) efficient and transparent public institutions, safeguarding security and Paraguay's international image. This operation contributes to the objectives of the World Bank Group (WBG) Country Partnership Framework (FY2026-FY2032) and is compliant with corporate commitments. This operation is aligned with the WB maximizing finance for development (MFD) approach, and the private investment expected to be generated through several reforms contributes to private capital enabled (PCE).
