According to bank's website, the approved project aims to emphasize service delivery, strengthening PBG and LAPA for better management and outcomes in education and health. The project will continue to assist Malawi's 28 district councils which formed part of GESD, and add performance-based grants for its four municipal councils. GESD 2.0 will extend the annual, independent local authority performance assessment (LAPA) approach that was institutionalized under GESD to finance performance-based grants for district councils to municipal and city councils in Malawi as well as to the 'reformed Constituency Development Fund'--GoM's development funding for districts--creating a unified results-based framework, albeit with modifications for the performance review under the 'reformed Constituency Development Fund'. The expanded performance-based model will help strengthen country systems, reduce reliance on IDA resources, and support broader impact on service delivery.
