According to the Bank’s website, the objective of this project is to increase access to finance, particularly long-term finance, for MSMEs in Cameroon.
The project expands finance for Cameroon's MSMEs by establishing a Partial Credit Guarantee Facility, transforming BC-PME into a sustainable wholesale lender, and upgrading credit and mortgage infrastructure. It aims to mobilize private capital, strengthen financial institutions, and support inclusive, job-creating private-sector growth.
Environmental and Social Risk: Substantial
Potential environmental risks are indirect and downstream, arising from micro, small, and medium enterprise (MSME) activities financed through participating financial intermediaries (PFIs). These risks may include inefficient use of natural resources, poor waste management practices, small-scale pollution, generation of electronic waste, and environmental degradation associated with agribusiness activities. While environmental risks at the level of individual MSMEs are expected to be limited in scale and severity, cumulative impacts may occur in areas where MSME activities are geographically concentrated.
The Project is not expected to result in land acquisition, physical or economic displacement, or loss of livelihoods. Key social risks relate to potential exclusion of certain groups from access to finance, particularly informal enterprises, women-owned MSMEs, youth-led businesses, and persons with disabilities. Additional risks include weak labor practices within MSMEs, occupational health and safety concerns, and limited awareness or access to grievance redress mechanisms.
