According to the Bank’s website, the objective of this project is to improve access and learning environment for girls and boys at early childhood education and enhance learning outcomes at primary levels in project targeted schools.
Component 1: Enhance the quality of educational delivery in pre-primary and primary levels
Component 2: Expand access to quality pre-primary education
Component 3: Monitoring and Evaluation and Coordination
The interventions will be limited to the five districts of Quetta, Killa Abdula, Pishin, Chaghi, and Chaman, which were part of Balochistan Human Capital Investment Project (BHCIP, P166308) for budget considerations.
Environmental And Social Risk Classification: Moderate
Environmental Risk Rating: Moderate. The construction and rehabilitation of classrooms are expected to have temporary and localized environmental impacts, primarily associated with the physical construction process, including air and noise pollution, waste management issues, health and safety risks to workers and nearby communities, and Occupational Health and Safety (OHS) risks such as accidents, falls, electrical hazards, and equipment-related accidents.
At the concept stage, the proposed project is assessed to have Moderate social risks. Marginalized communities— including remote and rural populations, ethnic/tribal minorities, and refugees—may not be able to access project activities proposed in Component 1. There is the explicit risk that girls may be excluded from the benefits of ECE expansion due to barriers in female enrollment in schools and employment as teachers. This can exacerbate existing inequalities if not properly addressed. Construction activities proposed in Component 2 may require land, potentially causing adverse impacts related to involuntary resettlement and restrictions on land use. There are also risks related to Gender-Based Violence (GBV) and Sexual Exploitation and Abuse (SEA/SH) due to the potential labor influx for civil works and during teacher training activities. Finally, the development of education data systems in Component 3 may create risks related to data privacy and security.
