Project Description

According to the Bank’s website, the objective of this project is to improve education and labor market outcomes for youth in Seychelles.

The following are the preliminary components of the project. At the project preparation stage, a prioritization will be conducted.

Component 1. Schools as hubs for integrated social services.

Component 2: Skills for Better Transition to Jobs.

Component 3: Fostering a Coordinated Approach Across Agencies and Stakeholders.

Component 4: Contingent Emergency Response Component (CERC).

 

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The environmental risk of the project is considered low, as it does not involve physical infrastructure development. Activities under Component 1 focus on enhancing the education system, health services, and after-school programs, with potential minor risks from general and electronic waste, as well as limited medical waste from health screenings. Component 2 involves equipping youth with digital skills and job-readiness training, potentially generating small amounts of electronic waste. Component 3 supports digital systems integration and communication campaigns, with minimal associated environmental risks. Overall, the environmental impacts are anticipated to be negligible and manageable, given the limited scope of waste generation.

At this stage of project preparation, the social risk rating is considered moderate. The project is primarily expected to generate positive social impacts by promoting greater resilience and safer behaviors among the youth in Seychelles. The adverse social risks and impacts associated with the project activities are not anticipated to be significant and can be mitigated effectively.
