According to the Bank’s website, the project development objective (PDO) is to improve human capital outcomes, enhance economic opportunities, and strengthen adaptive social protection systems.
The BOOST-YOU consists of four components, each contributing to deliver on the project development objective, including:
Component 1: Climate Resilience and Human Capital Cash Transfers.
Component 2: Youth Employment.
Component 3: Adaptive Social Protection Delivery Systems.
Component 4: Project Management and Institutional Capacity Building.
The Project will address most risks and impacts through the implementation of the USR protocols that guard against the key risks of exclusion, elite capture and selection bias. The beneficiary selection process employs a combination of geographical targeting using the District Distress Index (DDI) and poverty targeting (Proxy Means Test -PMT), using the USR to reach out to the most poor and vulnerable households for benefits.
