According to the Bank’s website, the Project Development Objective is to interconnect the Southern and Eastern Africa Power Pools and increase the resilience of the transmission grid in Northern Zambia.
The program seeks to support the Southern Africa region to scale up of regional electricity trading and infrastructure as building blocks of the regional just energy transition. This will be achieved by financing key priority regional transmission interconnections, supporting the enabling environment for increased regional trade and by supporting the establishment of sustainable transmission financing mechanisms. These activities are expected to support the deepening of regional trade in SAPP, enable the scale up variable renewable energy—contributing to the decarbonization of the regional grid—and support the domestic access agenda. Combined, these aspects represent some of the key building blocks required to support a regional just energy transition.

ZESCO is a state-owned power company in Zambia. It is Zambia's largest power company producing about 80% of the electricity consumed in the country. ZESCO represents Zambia in the Southern African Power Pool.
