According to the Bank’s website, the objective of this project is to improve utilization of health services, enhance quality of care and reduce inequities in maternal and adolescent health in West Bengal.
Environmental and social (E&S) risks are preliminarily assessed as Moderate. Large-scale, significant, or irreversible E&S impacts are not envisaged. Environmental risks anticipated are primarily related to medical waste management. Safety measures in health care facilities need to be assessed, especially for oxygen plants installed during COVID-19 pandemic and thereafter. Small-scale infrastructure works comprising repairs and refurbishments might be undertaken. Related environmental risks and impacts are anticipated to be localized and short term with no acquisition of land and/or involuntary resettlement. Social risks are related to (a) access to equitable and quality health services for marginalized groups, such as indigenous communities, persons with disabilities, and migrant workers, in addition to women, children, and senior citizens; (b) sexual exploitation and abuse and sexual harassment (SEA/SH) risk and gender-based violence (GBV) for community members and healthcare workers; (c) lack of systematic community engagement processes, especially in remote pockets and hilly areas; and (d) limited capacity and coordination across departments to manage the Grievance Redressal Mechanism (GRM).
