According to the Bank’s website, the Project Development Objective (PDO) is to sustain and expand the Farm Register integrated in the State Agrarian Register (SAR) platform and operationalize successfully piloted elements of a future EU-aligned Integrated Administration and Control System as a basis for a Paying Agency in Ukraine.
To set Ukraine on the path to European Union (EU) accession, this project will support the Ministry of Economy, Environment and Agriculture (MEEA) in maintaining State Agrarian Register (SAR) operation, expand SAR outreach to small and medium scale farmers, and operationalize key Integrated Administration and Control System (IACS) elements of the farm register in a way that is consistent with EU requirements.
Its components are:
(i) maintenance and expansion of SAR hardware, with capacity sufficient to allow the coverage of all small farms in Ukraine, and
(ii) operationalizing the EU aligned farm register with successfully piloted IACS elements for use by the future paying agency, and project management.
The project does not support civil works, no land acquisition, physical or economic displacement is expected under the project. The project mainly will finance technical assistance to upgrading of State Agrarian Registry (SAR) and procuring of hardware, prioritizing resource-efficient products for purchasing any equipment, which will be installed in premises specifically designated and secured for this purpose. The project also includes training activities for farmers, which are anticipated to be conducted online. Security concerns that may affect project workers associated with the current situation in Ukraine will be addressed by the preparation of the Emergency Preparedness and Response Plan (EPRP). The project will not finance land titling or registration and is not expected to cause any direct impacts on local land use patterns and tenurial arrangements. Farmers may be encouraged to register their land to access aid through SAR as land plots must be registered in the State Land Cadaster to be recognized within the system. This does not pose significant negative risk and may contribute to reducing tenure insecurity. The primary social risk associated with this project is the potential exclusion of vulnerable and disadvantaged individuals or groups, such as the elderly, people with disabilities, people residing in remote areas, from accessing the benefits of digital services financed by the Project.
