According to the Bank’s website, the objective of this project is to develop the capacities and plans for Government to sustainably develop Inga 3, an associated economic growth corridor, and improve services for selected communities close to Inga.
The program development objective (PrDO) of the proposed MPA is to prepare the DRC, its people, and institutions for the benefits deriving from the development of Inga 3.
Total hydropower potential at the Inga site is estimated at around 42,000 MW, almost twice the size of the Three Georges project in China (22,500 MW), which is the largest power station in the world. Previous studies suggest that Inga’s hydropower potential would need to be developed through a complex of up to 8 hydropower projects (collectively known as “Grand Inga”) grouped around a common site around the Congo River. Inga 1 and 2 – built in 1978 and 1982 – have a combined installed capacity of 1,775 MW and both are under rehabilitation. Subsequent projects (Inga 3 to 8) can be developed in a variety of ways at a variety of scales but will likely share a common reservoir and at least some common infrastructure.
“Inga 3” refers to the next project developed at the Inga site and is not a specific to a particular design, site, or scale.
Environmental and Social Risk Classification: High
The MPA will be used for the Inga 3 Development Program in the DRC. It will include a set of technical studies (including on E&S), and key investments in institutions and some infrastructure towards the preparation of Inga 3 dam and along the Inga Growth Corridor. It will also include social and community development activities to contribute to local livelihoods.. No investment in the dam is committed at this stage.
The area impacted by the project does not have any indigenous peoples or minority groups that would need a special approach. In general KC is populated by the Bakongo people.
The latest security risk assessment conducted by the Bank reported cases of armed robberies and insecurity around the city of Kimpese.
