Project Description

As stated by the World Bank, the Program Development Objective is to improve air transport connectivity and to enhance financial sustainability and governance of the aviation sector in Madagascar. 

Transforming Madagascar's aviation sector requires an integrated approach. Strengthening of the sector will depend on improved international connectivity through a more liberal approach to open skies, improved domestic connectivity with reliable services provided by a financially and operationally sound operator, upgraded airport infrastructure to ensure safe and effective operations, and adequate sector regulation. The proposed Program is therefore designed to improve the national airline's governance, management, finances, and operations, while also seeking to attract private capital. It will also support the development and gradual implementation of a new domestic aviation policy that can connect new destinations, promote competition, and strengthen regulation. In parallel, an IPF component will support investments in selected national airports to ensure their safety and operational sustainability.
