Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the objective of this TA grant is to strengthen Government capacity for effectively implementing the intergovernmental finance reform agenda supported by the SINERGIS PforR.

The Project consists ofthe following parts:

(a) Support a set of program activities to build technical capacity of MOF and relevant Implementing Agencies for effective SINERGIS Program implementation.

(b) Facilitating interagency coordination, including by supporting the SINERGIS Secretariat for a strengthened coordination role.

(c) Supporting district thematic working groups to facilitate peer-to-peer learning and provide feedback to central government interagency reform teams.

(d) Supporting low-performing districts in implementing PIP through hands-on capacity building to improve service delivery results in low-performing districts in health and infrastructure sectors.

(e) Supporting the SINERGIS Secretariat and other Implementing Agencies in effectively communicating the objectives of the intergovernmental finance reform agenda, supported by SINERGIS Program for Results, to district governments and citizens.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The environmental risk rating is low. The project is classified as a Technical Assistance (TA) that will support the achievement of the results of SINERGIS PforR and is not expected to have any direct environmental risk.

The overall social risk rating is low. Activities under the RETF are limited to technical assistance and capacity buildings for both IAs and select subnational governments.
