As stated by the World Bank, the objective of the project is to pilot innovative approaches for reducing fragility and conflict in the context of the land administration reform process and build capacity among land sector Civil Society Organizations to support communities and land governance in Sierra Leone, with particular emphasis on the needs of women, youth and other disadvantaged and vulnerable populations in Sierra Leone.
The World Bank categorized the project as having "Moderate" environmental and social risks.
