According to the World Bank, the proposed Project Development Objective is to reduce wastewater pollution from targeted municipalities and industries in selected areas around the Sea of Marmara, increase private sector participation in pollution reduction, strengthen institutional capacity to manage wastewater pollution, and improve the response capacity of the Borrower in case of an emergency.
The World Bank categorized the environmental and social risk for this project as "Substantial".
