As stated by the World Bank, the development objective of the Water Security and Resilience Program for Morocco is to strengthen water sector institutions and increase water availability in selected areas in Morocco. The program is structured around three results areas (RA) that provide mutually reinforcing incentives for the completion of activities needed to achieve the program development objective:
RA 1: strengthening water sector governance;
RA 2: improving financial sustainability and water use efficiency; and
RA 3: enabling the integration of non-conventional water resources.
As stated by the World Bank, "the E&S risks are assessed as Substantial".
