Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the World Bank disclosure statement, the proposed JSDF operation seeks to promote economic inclusion of vulnerable pastoralist communities in two districts of Himachal Pradesh. It will strengthen livelihoods, improve access to services, and enhance market integration in key value chains. It focuses on transhumant and agro-pastoral households, particularly from the shepherd community, who depend on small ruminants in ecologically fragile and climate exposed landscapes and and wool producers. The proposed operation will inform the operationalization of Government of Himachal Pradesh's Pastoralists Empowerment in Himalayan Ecosystems for Livelihood (PEHEL) scheme, which aims to improve the livelihoods of pastoral communities across the state. The project adopts an integrated approach that responds to weak market linkages, entrepreneurship and limited service delivery for mobile and local settler populations in two districts of Himachal Pradesh. It introduces systems to improve traceability and certification of pastoral products, strengthens aggregation and processing infrastructure, and builds market connections to higher value domestic and export channels. At the same time, it promotes inclusive economic opportunities for women through enterprise development and skills training, while reinforcing last mile service delivery through community based models adapted to pastoral mobility.
