The development objective is to strengthen the capacities of communities, including the community leaders, health and other sectors and civil society organizations, and vulnerable populations in their preparedness and response to the COVID-19 pandemic as well as f or other health emergencies in the project’s provinces.

As stated on the client's website, the Institute for Social Development Studies (ISDS) is a science and technology organization, a member of the Vietnam Union of Science and Technology Associations (VUSTA), established under Decision No. 468/TC-LHH dated 27 May 2002 and was granted operation license number A-183, dated August 25, 2016 by the Ministry of Science and Technology.
