According to the Bank's Project Information Document, this project aims to improve the access of vulnerable people to self-employment and income generating opportunities in Azerbaijan. This will entail three components:
1. Improving the design and implementation of the existing Self-Employment Programme based on international evidence, best practices and local labour market conditions
2. Increasing the quality of job assistance and intermediation services
3. Administrative record keeping, which will ideally be publicly available

The World Bank Inspection Panel is the independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by a World Bank-financed project.
