According to the Bank's website, this project aims to improve the policy framework and institutional capacity for Water Supply and Sanitation service delivery in Albania. This would entail:
1. Strengthening the national framework, which would focus on the national sector framework and national policies and programmes
2. Improving access to, as well as quality and efficiency of Water Supply and Sanitation services throughout the country
3. Designing and launching a Water Supply and Sanitation utility aggregation / regionalisation programme
