The bank document stated the project objective is "to improve the quality of services and economic opportunities for vulnerable communities in conflict-affected areas of Myanmar." The project components include finance small-scale infrastructure and livelihood interventions in rural communities such as small roads, village water supply systems, rehabilitation of classrooms and health centers etc.

The World Bank Inspection Panel is the independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by a World Bank-financed project.
