The Project Development Objective is to: (i) provide entrepreneurship and employment opportunities to the poor suffering from loss of income due to conflict and the COVID-19 pandemic in the rural areas of Yemen and improve their level of road access to essential services; (ii) keep lifeline road corridors in safe and traffic worthy condition; (iii) protect the lives and livelihood of essential transport service providers to the project beneficiaries from COVID-19 infection/transmission and; (iv) strengthen the capacity of public transport sector institutions.
