According to bank documents, the project aims to improve the access, quality and efficiency of water and wastewater services, and strengthen regional solid waste management. It has the following components:
Component 1. Improving water and wastewater services at local level
Component 2. Strengthening government capacity for monitoring, capacity building, and regulation of WSS service provision
Component 3. Enhancing the solid waste management process in the country
