The proposed project development objective is to improve utilization and quality of maternal and child health services in targeted areas within the Recipient's Territory. Component 1: Improve Utilization and Quality of Health Services at Health Facilities through Performance-Based Financing. Component 2: Improve Governance, Purchasing and Coaching and Strengthen Health Administration Directorates and Services through Performance Based Financing. Component 3: Strengthen Health Sector Performance Financing and Health Policy Capacities. Component 4: Disease Surveillance System Strengthening and Response.
