According to bank provided information, the Fund for African Private Sector Assistance (FAPA) grant supports a national private sector-led program designed to deliver demand-led skilling and place workers into jobs. This will ensure that the GoSA can drive an inclusive energy transition that provides all South Africans with equal opportunity to work in emerging green energy sectors of the economy. The goal of the project is to support the Government of South Africa in the development of a demand-led skills ecosystem to support the "just" part of the JET in order to deliver Chapter 9 of the JET Implementation Plan on Skills development. The objective of the 3-year program is to create a skilling ecosystem designed to equip over 10,000 workers annually over the next 25 years with quality and relevant skills, allowing them to be absorbed by the country's thriving private sector. This will be achieved through a multi-year program. JET SEP seeks to support the GoSA and private sector, to launch and scale training programs that successfully support the placement of trainees in employment. FAPA grant supports phase 1 of this program. The Project's main components are the development of a JET Skills Needs Assessment, Development of Analytical Tools, Training and Capacity Building, Multi-stakeholder Consultations, Communication and Advocacy. The first phase of the project will be implemented over a period of 1 year between April 1 st, 2025- May 31st, 2026.
The objective of the project (phase 1) is to set up the necessary systems and processes to enable the GoSA to effectively roll-out demand-led workforce training that results in job creation. The project will fund the necessary feasibility studies to design Skills Development Zones, identify the specific needs for skilling in line with demand from industry and support activities to help achieve consensus through the ongoing engagement with the working groups, PMU, PCC and DHET on high impact interventions that align with emerging demand in JET sectors, and to deploy technical expertise to build the capacity of the public TVET system to deliver on these programs.
TA's direct beneficiaries include Government agencies responsible for education and skills development, private sector companies, JET PMU, Presidential Climate Commission ( PCC), Business Unity of South Africa (BUSA), Industry councils, academia, labor organisations, NGOs, development partners and workers. Indirect beneficiaries of the proposed operation will eventually include the entire population of South Africa, particularly women and youth, who will benefit from the spill-over effects of an enhanced demand-led skills ecosystem to support the "just" part of the JET in the country.
