As stated by the AfDB, the Project Development Objective (PDO) of SAJJOF is to support women, youth and vulnerable groups during the JET through green skills development, microfinance, social business and entrepreneurship schemes. The project aims to achieve this by strengthening institutional capacity in the social sectors, developing training and capacity building programs, and financing incubators and accelerators in the Province of Mpumalanga.
SAJJOF will (i) strengthen institutions who are tasked to implement the JET such as the Office of the Premier (OTP), the Department of Education (DoE), Mpumalanga Youth Development Fund (MYDF) and Mpumalanga Green Cluster Agency (MGCA) ,and (ii) provide support for skills development, and ignite youth entrepreneurship. Microfinance initiatives and social business programs will be developed to boost youth employment in areas such as nature-based solutions, renewable energy (wind and solar), climate smart agriculture, waste management and recycling.
Beneficiaries of the project will be communities whereby the decommissioning of coal plants may result in job losses, food insecurity and rising criminality especially against women.
The AfDB is a key partner of the International Partners Group (IPG) to support projects aligned with South Africa’s JET investment plan, such as transmission and grid-balancing storage, renewable energy generation, energy efficiency, rehabilitation of municipal electricity delivery, green hydrogen, new electric vehicles. It also includes projects addressing the “just” dimension, notably in the Province of Mpumalanga, in the north-eastern part of the country, bordering Eswatini and Mozambique.
The JETP is a commitment to ensure a ‘just transition’ recognizing the direct and indirect impact that the energy transition will haveon livelihoods, workers, and communities during the transition.

ACCOUNTABILITY MECHANISM OF AfDB
The Independent Review Mechanism (IRM), which is administered by the Compliance Review and Mediation Unit (CRMU), is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an African Development Bank (AfDB)-financed project. If you submit a complaint to the IRM, it may assist you by either seeking to address your problems by facilitating a dispute resolution dialogue between you and those implementing the project and/or investigating whether the AfDB complied with its policies to prevent environmental and social harms. You can submit a complaint electronically by emailing crmuinfo@afdb.org, b.kargougou@afdb.org, b.fall@afdb.org, and/or s.toure@afdb.org.
