Project Description

As stated on the project disclosure page, in 2016, APUA set up the African Network of Centres of Excellence in Electricity (ANCEE),a continent-wide initiative supported by the African Development Bank Group (AfDB) and the French Development Agency (AFD), with the overall objective to improve power sector management and strengthen regional power exchanges through capacity building initiatives and mechanisms targetedat policy makers, utility managers, engineers and technicians. Given the successful establishment of the network of Centres of Excellence, consisting of 10 world class training centres across the continent, the successful deployment of the training and scholarship programas realised through the implementation of the first phase of ANCEE, and the value addition realised and confirmed by participating Power Utilities (PUs), the APUA members and board have supported the continuation of a second phase of the ANCEE initiative.

The development objective of the ANCEE 2.0 program is to enhance Human, and Institutional capital in Power Utilities and Power Pools across all the five Regional Economic Communities (REC), with a special focus on transition states, through the provision of high 5 quality and relevant capacity development programs, provided by World Class training facilities, located on the continent. Thereby enabling and empowering power utilities to improve their performance and financial sustainability, through enhanced ability to operate and maintain their infrastructure assets. Utilities will also upgrade their capacities in addressing cross-cutting issues such as climate change and gender mainstreaming.

The direct project beneficiaries are technical, professional, and managerial employees of African utilities members and potentially non-members of APUA as well as the existing CoE and new centres to be incorporated. The Network adopts the principle of non-exclusion of access to its services and thus offers all countries access to participate in the services and benefits offered by the network. Where applicable, priority is given to transition states. Focused annual workplans are prepared to ensure targeted delivery and development of CoE across the continent, and specifically in fragile states.
