According to the bank website, the project seeks to establish a Projects Acceleration Unit in the Central African Power Pool (CAPP) that will be responsible for the early-stage project preparation and implementation supervision of priority regional power projects in the ECCAS region and bring them to "bankability expeditiously". The project is directly targeted at the Central African Power Pool, but the benefits therefrom will be enjoyed by all the power utilities in the ECCAS member states as well as the populations they serve. The eleven (11) member countries of CAPP include Angola, Burundi, Cameroon, Congo, Gabon, Equatorial Guinea, Central African Republic (CAR), Democratic Republic of Congo (DRC), Rwanda, Sao Tome and Principe, and Chad. The project cost is estimated at USD 3.3 million and will be largely financed from the Banks resources of USD 3.0 million and CAPP Secretariat's in-kind contribution of USD 0.3 million.
